ci: Gitea Actions 로 전환 (dev 전용, .gitlab-ci.yml 제거)

이 인스턴스는 Gitea → .gitlab-ci.yml 미사용. sb-front 컨벤션 따라 .gitea/workflows/ci.yaml. npm run build(vue-tsc 타입체크 + vite build). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
